Games, programs or workloads that it will be used for: coding, minecraft with modpacks, light Video editing 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I need a new desktop PC (best on a list on de.pcpartpicker.com) with a windows license, a keyboard and a mouse.

Minecraft modpacks especially those derived from Sky Factory are so CPU and RAM bounded its not funny at all, ive experienced it myself. Unless if OP runs their game with shader for that sweet torturous sub 30fps experience, itll be very CPU bounded.
