The only thing slower in that system is the CPU and SSD, though they're both only barely slower. For gaming it's a much better overall system with a significantly better GPU that will put you right at your budget. There's debate whether the 4070 Ti or the 7900 XT is the better GPU, there's arguments on both sides, so pick whichever you'd prefer. The 7900 XT is faster in most non-RT based games, while the 4070 Ti is faster in ray traced titles while being significantly more power efficient and having CUDA support if you do something that uses it (IIRC Fusion360 does not, so this isn't really important for what you do, but if there's things you do that you didn't mention it you want the Nvidia card).

i had a 6900 xt listed and then switched to a 3060 bc ray tracing sounds more future proof according to my friends who have all built their  own systems amd have worked with this stuff for a while, but i will wait for more input

A 6900 XT has miles better ray tracing capabilities than a 3060 in everything but Portal RTX, and that game is only because it was developed by Nvidia and put zero effort into getting it to work on AMD cards. As someone who owns a 6900 XT and has owned in the past a 3080, the actual RT performance of both cards are more or less the same, the 3080 being slightly better at stock settings but overclocked are identical. A 3060 is just worse than a 6900 XT in every way imaginable. 

 

Besides, if you really want ray tracing, get the build I recommended with the 4070 Ti in it instead. That card is still faster than a 6900 XT, and has better RT support than the 7900 XT.

The 3060 ray tracing is pretty bad actually.  The 6900xt probably has just as good RT and will crush it in raw performance.

Increase your ram to 2x16gb.  8 gb sticks are shown to have issues in ddr5.

Honestly with your specs, you may as well just go 32gb as you're going to break 16gb in a lot of games going forward, especially modded ones.

It's not really the IC present on them that's the issue, they use the same ICs that are present on 2x16GB sticks of DDR5, it's the organization. The only way to make 8GB DDR5 is to use 1Rx16 based sticks, which are more or less half rank, and because of that their performance is more similar to DDR4 than they are to DDR5. I would rather have a 3600 CL14 kit of DDR4 than a 5600 CL36 kit of DDR5 if both are in a 2x8GB configuration, and the configs will cost about the same. I'd argue that if you can't afford 2x16GB of DDR5, you can't afford DDR5.
