Is this a new build being turned on for the first time?

sounds like something shorting out your power supply, is there any clicking noises coming from it, when you try to boot up the system? Check ALL the connections and try removing any recently installed hardware.

 

looks like the PSU was shorting itself out :) what model was it?

Its a coolermaster RS-700-PCAA-E3 i tried to turn it on conecting the green cable and a black cable of the motherboard connector. It does the same thing, the fan does a mini-move and nothing else

was everything else disconnected when you tried to jumpstart it? I once had the exact same problem and it ended up being a faulty molex adapter that was shorting out the PSU. You need to disconnect the PSU from everything, just leave a single fan or hard drive connected (some PSUs won't start when there is sothing connected to them). If you do that and are still unable to jumpstart it, RMA.
