As per Intel:

Resizable BAR (Base Address Register) is a PCIe capability. This is a mechanism that allows the PCIe device, such as a discrete graphics card, to negotiate the BAR size to optimize system resources. Enabling this functionality can result in a performance improvement.

 

Intel's Arc GPUs require this, and the other makers can have varied improvements

Windows 11 has a new scheduler that is optimized for 12th and 13th gen CPUs with P cores and E Cores. If you don't have E Cores, the only differences are cosmetic. If you do, you can run into weird issues sometimes if you aren't manually disabling the E Cores

No, they're talking about the scheduler in Windows 11 that's designed to work with the hybrid architecture of 12th and 13th gen Intel CPUs containing a mixture of performance and efficiency cores.
