As the title suggests, I accidentally uninstalled all programs from my ubuntu installation while installing something in haste.

So I don't have a desktop, network manager, wifi driver, internet access or any other non-essential program. 

But I do have my personal files.

So, what is the best way (least time consuming) to restore the normal ubuntu experience keeping my current personal files.

I don't care if I lose programs I have installed manually like chrome, vs code, etc but I want to preserve my personal files.

Do you have separate partitions for root and home? You should be able to reinstall Ubuntu without losing your data using the "Upgrade" option. I would recommend you to back up your data, using a live environment on a USB key, on another disk.
