I currently have a dell inspiron 5680. It has a intel i7-8700 CPU @ 3.20GHz, I installed another stick for 16gb. I am wondering if it is possible to upgrade the psu and then get a newer video card. I do not know what my wattage is currently on the system. I have a gtx1060 3gb card though. I am worried that the motherboard is proprietary that wont allow me to upgrade. I added the spec sheet from dell if that helps. Thank you!

It seems that you should change your motherboard because of it's proprietary headers but check the form factor and see if it's standard atx mounting holes in your case. By that token then OP should just go for used board. If you have to replace a board on an OEM its really not worth it going brand new.
