Yes, use software pertaining to the brand of drives you own (either drive).  Samsung Data Migration Tool can be used if you have a Samsung drive, it will detect.

 

Otherwise use Macrium Reflect or Clonezilla.  Very easy, you set a source and target and hit go.

 

Cloning is seemless, your PC won't know anything happened. after you've booted off the 2TB a few times, making sure it worked 100%, ust remember to reformat the 4TB .  Don't want to boot off the 4TB by mistake.

It is very possible and there are programs to help you with that. (don't know any sorry)

But i would highly advice just installing Windows (or have someone do it for you) on the SSD.
Clean install as one would say.

Then after install is all and done, only then you plug in your old drive.
All the files will be there, even the old Windows install.
You will have to redo any settings and such, but the benefit is having a fresh system that's fast again.
And as for the games, you could just reinstall them, after having copied the games you want to the SSD.
You install them again telling the directory you just copied them too, if using Steam (or alike) it would check the files and only update if needed.

This way you have best of both worlds, faster system due to SSD and faster system due to fresh install.

How much is USED on the 4TB Drive?  If it will all fit on the 2TB, you can just clone it.  If not, reinstall Windows on the 2TB as above.  Then plug in the 4TB to transfer the data you want.

Only 50 gb I think and how can I clone it. Would it be an already installed program or is it an outside program I have to go look for and if it is do you know any reliable ones?

I plan to use a Samsung ssd but I have a seagate hdd rn can I still use the Samsung data migration tool?

Yes, as long as 1 of the drives is a Samsung.  When you open the Samsung Data Migration Tool software, it shows the drives and if 1 isn't Samsung it'll say you can't use it.  As long as 1 is, you're good.
