Having issues with adrenaline

So I was told I should lock my fps to 60 for a specific game I am running (fallout 4) because I’m having speed issues, so I went to adrenaline which has handy settings for such things, and learned it needed an update. So I attempted that. Here my troubles begin:
I downloaded the installer and ran it, but it turns out it’s not actually an installer; it’s a system checker and downloader which then downloads the installer itself. The problem seems to be here: it removed my old adrenaline, then started to download the new one, but it restarts about a third of the way through the download so it is not completed and I have no adrenaline at all now. The thing says it will restart, so this is somewhat expected, but the problem is it doesn’t pick up the tread and continue installing. It just presents my PIN code.
so the result is I can’t launch the app to fix anything.

2x16 t force vulcan(or something like that?) some cheapass bottom shelf Uber slow CAS 3200mhz ddr4 (needs XMP on to do anything other than default 2166)
Storage:
1 Samsung evo 980 pro 2tb (boot. I have not so far as I can tell had “the issue” and updating the firmware was fraught with problems)
1 Samsung evo 2tb 970 plus 2tb (steam drive)
1 4tb HDD (backup. Not really setup yet for it though. It’s just sitting there)
Monitor:
gigabyte m32U
OS:
win11 euro student (unactivated)
peripherals:
cheapass keyboard, mouse USB3.1 hub, 3.1 external bay for the HDD, the bliKVMHAT is not attached at the moment.
