New pc not posting

msi z690-A wifi motherboard with an i7-13700k, ddr4 3600mhz viper ram, evga rtx 3080, artic cooler 200mm aio cooler and a 850 watt 80 plus gold psu.

 

Ive recently bought the cpu and motherboard as an upgrade (everyother part is from my other pc so i know it works) for my pc but, when i go to boot the dram light flashes once and the cpu light (red) stays on the whole time and my screen stays black. 

What ive tried :

1.Resetting cmos by taking the battery out for 5 minutes (4 times)

2.flashing bios with a usb with the updated bios inside it with the right name (3 times)

3.booting with only cpu, cpu cooler and one stick of ram (7 times) 

4.i rma'd my cpu (probably was fine now in hindsight) 

5. Resocketing my cpu (5 times) 

6. Booting up the computer with all types of configurations (gpu in/out, monitor only, 2/1 sticks of ram, etc.

7. There are no bent pins on my motherboard socket 

I am at a loss and havent found a solution yet pls help i want to cry
