the ARM core on a raspberry does not like java, and a minecraft server really needs good single core (peak) performance.. which a pi just cannot provide.
basicly, the moment you start exploring, the load from generating chunks will kill the tickrate.
i'd also make a point of 2GB being fairly little to allocate to minecraft server, but the CPU is that limited that you arent gonna load up enough stuff for 2GB to be a problem.
2gb is the issue. A pi4 can run a server just fine on new versions with papermc and some jvm optimization, with a core oc. I did it and 4 players exploring the average tick rate was like 19.7, and that was with floodgate also installed. The main issue more than 2 Player in different areas will fill your ram at 2gb
