That is what the motherboard needs now to post yes.

 

However, before plugging in the graphics card, I'd unplug the 24 pin from the motherboard and the 8 pin atx from the power supply.

This guide is for Corsair, however it will still work on your Gigabyte.

Unplug all your fans from their power cables, and any sata devices from their cables. Plug them in 1 by 1 doing the paperclip between each test. If you plug one in and it starts popping, unplug it and plug JUST the cable that goes back to the power supply. We can find the component or cable causing these issues without risking your CPU, Motherboard and Graphics card.

Hey,

I just built my new PC and it wont start.

When I press the start button, all I hear is a crackle in the power supply. Neither the fans spin, nor any of the LEDs at the bottom of the motherboard light up.

Specs:

Spoiler

Mainboard: GIGABYTE Z690 UD DDR4 1700 ATX

CPU: Intel Core i7-13700F

CPU Cooler: ARCTIC Freezer 34 eSports DUO

Case: Sharkoon RGB Wave

PSU: GIGABYTE 750W P750GM

RAM: Crucial 8GB DDR4 2400MHz CL17

I have already tried another power supply, but it still did not start.

Intel F CPUs dosn't have built in graphics so it can't output anything without the GPU installed

I might be experienced, but I'm human and I do make mistakes. Trust but Verify! I edit my messages after sending them alot, please refresh before posting your reply. Please try to be clear and specific, you'll get a better answer. Please remember to mark solutions once you have the information you need. Expand this signature for common PC building advice, a short bio and a list of my components.

 

Common build advice:

1) Buy the cheapest (well reviewed) motherboard that has the features you need. Paying more typically only gets you features you won’t use. 2) only get as much RAM as you need, getting more won’t (typically) make your PC faster. 3) While I recommend getting an NVMe drive, you don’t need to splurge for an expensive drive with DRam cache, DRamless drives are fine for gamers. 4) paying for looks is fine, just don’t break the bank. 5) Tower coolers are usually good enough, unless you go top tier Intel or plan on OCing. 6) OCing is a dead meme, you probably shouldn’t bother. 7) "Bottlenecks" rarely matter and "Future-proofing" is a myth. 8) AIOs don't noticeably improve performance past 240mm and don't improve at all past 360mm. 9) RTFM.

Also because I thought it was the problem, it is not my main ram. But how can I upgrade my bios if it doesn't even start that far?

If your board has bios flash back you could use that or you have to use a 12th gen cpu to upgrade the bios to a compatable one inorder to use the motherborad. But i doubt that is the issue now (even if you get it working you likely have to upgrade the bios) it is likely your psu or your board iam leaning towards bad psu due to the bad reputation of that unit. And make sure your it is not your front panel switch beinh broken so bridge the powerswitch jumper directly on the board.

That is an ATX_12V_2X4, it's used for powering the cpu.

But wait, wouldn't the fans rotate even if the bios isn't up-to-date?

The ATX_12V_2X4 is needed, the manual says:

That is not a Sata or Molex power cable. I'm talking about all the one that turn into a 6 pin on the motherboard. We want that atx 12v and atx 24 pin only plugged in. You have a lot of molex and sata power cables running around in that case, so we want to see if it's one of them, one of the necessary cables, or the power supply causing the noise.

Therotically it should and light up the cpu debug light (assuming board has one). Thats why iam doubting the Psu so re seat every cable (only plug in essential ones this time). And make sure the front panel wires are correctly plugged in and the power switch is functional.

 

You only need to plug in the 8 pin cpu power connector and 24pin motherboard connector and Use a screw driver to bridge the connection in the power switch connector.

While I don't disagree with the "PGM=automatically bad", they were going out when you went over OCP and they weren't tripping correctly. Just a CPU and a motherboard isn't going to cause that same problem. If OP is pushing the limits of a 750W psu, it would be wise to get a better one, but they hadn't had a chance to cause it to fail yet.

The other PSU had the cables directly in it, and this power supply has cables you can disconnect on both ends, so no, each cable is at the correct psu.
