i'd recommend getting 2 of the 4gb kits seems sensible if you're not going to further upgrade , depending on your mobo ram slots. 2 sticks can give a tad bit perfomance bump compared to single 8 gig stick.

Depends on your motherboard really.. How many DIMM slots do you have?

Also what would the computer using this RAM be used for?

CL7 is faster than CL9, the real world benefits? Meh. Try getting a 16GB (2 x 8GB) kit though if you can for (hopefully) the same price

I have no intention of updgrading it to 32gb. 16gb is sufficient. And my mobo has 4 DIMM slots. The price doesn't really matter for they are both priced the same. :)

Just go the 4x4GB CL7 sticks mate, better than having the dual 8's. Little bit faster but you probably won't notice in real world tests.

Is it better to use all 4 DIMM slot rather than using 2?

thats a tough call since each has its own benefits.

the baseline for gamers as of right now is 2x4gb ddr3 1600 cl9

2x4gb ddr3 1600mhz cl7 is a pretty fast kit. all you really need for gaming as of right know.  Has good overclocking potential.

1x8gb ddr3 1600mhz cl9 still fast enough. offers higher density and better future expansion, recommended if you edit videos or use high memory bound applications.

what is your OS?

Windows 8.1. All i want is 16gb RAM. I think 32gb is overkill for me. That's why i was wondering which of the 2 options should i pick. :D

8.1      x64 or x32?

16gb is the sweet spot if you ask me.

all you need right now and you got extra if you need it in the future.

4x4gb or 2x8gb thats the question.

I personally prefer 2x8gb, because I have had better luck with running 2 sticks vs 4 sticks in the past, but that's just my experience.

I dont know what the pricing is in your area.

x64. The price is not a problem, they both priced at around 225USD(10,000PHP). I also have no plan of upgrading it to 32gb. That seems like an overkill.

There is no reason to populate all of your DIMM slots unless, that is, you're doing something hardcore like video rendering/editing and plan to completely max out the motherboard's memory capacity; otherwise, you're just putting more unnecessary stress on your CPU's internal memory controller. Yes, on a dual channel motherboard it's better to populate two DIMM slots than it is to only populate one, but that doesn't make it better to populate four DIMM slots if you don't have to.

I would say yes. Latency does tend to increase on higher density modules, but, like I said, you'll also be adding less stress to your CPU's internal memory controller, which translates into less heat output. If it's 16GB you're going for, consider the kit I'm using. G.Skill's F3-1600C7D-16GTX kit is 2x8GB 1600MHz CL7, the only such kit on the market.

2400mhz then downclock? do i get some advantages in doing that? rather than buying a 1600mhz in the first place?

Gskill F3-1600C7D-16GTX kit is 2x8GB 1600MHz CL7, the only such kit on the market.

^

This is your best answer bud. :)

Only advantage is the higher frequency mem kits are validated at higher frequencies. so you can push the frequency if you want. keep in mind there is not much real world performance gains past 1600mhz.

the kit suggested by Hyp0xia is very good kit. it is validated for 1600mhz cl7. Im certain this kit will run 2400mhz  cl10 as well
