For this spec You ideally want to upgrade CPU, RAM &GPU, Possibly PSU too if it is not from a Named brand

I'm finally upgrading my PC in the next couple months now that modern games can't run on mid to high settings with my current GPU. I've got a 1080p monitor and a GTX 1660 Super that's been great for me for years. 

The question I have is, what GPU should I upgrade to if I want to keep playing at 1080p on high settings. I was looking at an RTX 3070, but I don't know if that's overkill or if it would be worth to have that extra headroom.

3070 might be slight overkill indeed but it will surely last a long time for 1080p gaming.  What is the rest of your system? a 2070 Super is a good option if you dont mind buying used.

What cpu do you have? psu?

If you don't mind buying used(and prices in tour country are good, look for a 2080Ti / 3070 / 3080 (if you have a decent psu)

You can go for a 2080 / 2080S if you don't want to spend a lot

I don't mind buying used. the rest of my system is a ryzen 5 3600, 16gb of ram, two 1tb SSDs, and a 750w psu

At 1080p, the 3600 might start to become a liability. With your budget you could easily get at least a 5600 and a very nice card.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

Alright sweet. A lot of good deals on the 2070-2080 series GPU's.  I had a RTX 2080 Super and it ran 1440p in most game with decent frames ( 60+ ) at med / high , so a 2070-2080 will run 1080p really well. I know from experience.  I also used a 9900k that is 5-10% faster than a R5 3600 so a new card in that range will be a nice combo.

With that CPU you'll have a CPUbottleneck withanything noticeably stronger so you should either upgrade to a 5800X3D and keep the 1080p or simply upgrade to a 1440p monitor. Both would allow you a proper use of a midrange graphics card like an RTX 3070ti or a Radeon 6700XT.

With that 3600 you're limited to a 6600 or RTX 3060, even them would be a tiny bit bottlenecked on 1080p.

Can confirm; currently running a 2070 Super at 1080p with an i7-7820X.

 

Depending on where you look, finding a 2070 Super or 2080 shouldn't be too expensive, and should leave room for a CPU upgrade in the budget as well.
