Budget (including currency): Don't really have one

Games, programs or workloads that it will be used for: Gaming

Other details I'm currently using a 10900k 64gb of 3200 ddr4 with a 2080 super, I'm looking at just upgrading the graphics card, and changing out the hard drives to some bigger m.2s so I don't have 4 hard drives for game libraries, and recommendations I was thinking of going with a 4090 the power supply is a 850watt any help would ve greatly appreciated

Odds are you'll be CPU bottlenecked with anything much above a 4070 Ti (the extent of which will depend on the resolution and specific game, but even at 4K 4090s are insanely difficult to drive to their full extent in a lot of titles). Might as well save $800 and stick to that card instead.

There are a lot of 850W PSUs out there, some of them are amazing, some are fire hazards. We need the exact make and model to give any worthwhile recommendations.

OP, what are you playing, and at what resolution are you playing?  I'm guessing at least 1440p considering you have a 2080 super, but correct me if I'm wrong.

I'm playing a plethora of games everything from wow to star citizen, and it's 1440p for the time being I'll be upgrading to a 4k monitor in the near future

TBH 1440p is probably better.  the pixel density is a lot better than 1080p to the point that there isn't much to be gained with $K, other than games running at much lower fps and monitors being slower.  The 7900xtx, 7900xt, or 4070ti would be a huge upgrade from the 2080 super and would run everything at an extremely well.  The 4090 is a little faster for 3X the price.  Not a good value, when there will be faster cards available for less in a couple years, as there always is.
