After 15 minutes, of turning on the PC, I start to experience audio crackling, and the video game I'm playing starts to stutter until I start to get 20-30 fps regardless of the settings. Single threath decreases to 40-240 (CPU-Z)

wait you have a tuf gming b550, but use rog b550-f bios??? thats probably the issue

odd, very odd, try these 2 things, untighten your cooler a bit, maybe u made it WAY too tight and its breaking it, then do a test again with it a bit looser, if that doesnt work, try checking for any bent or broken pins

i though the same thing, i try untighten it a bit, using only small preasure on both sides. i thought that it was probably the cpu, so i bought the 5900x previously had 3700x. No broken pins on both cpus, i will try to loosen the cooler again a bit more.

Put them here in the first 5 minutes, then the temps after 10 minutes and then the temps when it starts crackling

Picture 1 : loosen Cooler, fresh turn on 
Picture 2: 5 minutes playing (ready or not Ultra) at this point the crackling started 

Side note: sometimes something seems to disconect and then conects. i have no idea what it could be but my Aio Fans turn on and off

Thank you, I forgot to update the drivers for the new CPU, I will try this. 
There is a newer bios, but its the beta version correct?

I don't know why Asus calls it a beta, it includes the official agesa 1208 and Asus had access to that since December.

i will give it a try, i have tried almost everthing at this point. except getting a new Mother board

I have fixed this issue.
I believe that it might be a conflict between software at some point, after a clean install of windows, everything worked just fine. I decided to download valorant, mountain keyboard drivers, razer, and corsair drivers. After restarting (because of vanguard valorant anti-cheat) everything broke again. 
I had clean install windows and format hdd again, and everything worked just fine again. Not sure who might have this problem in the future, but I believe is something reeeeeeelly niche.
