Currently, I have a Corsair H60 2018 ed aio cooling a 2700x in a Thermaltake Verse N21 ATX. I plan to upgrade my case to a corsair 4000x and my cpu to a 5700x and would like some help wondering what I should pick for a cooling unit aio or air cooled and would like to stay under 100

Depending on the workload on the CPU, you could just get some thermal paste and reuse the h60, that should be fine cooling the 5700x for gaming workloads. I doubt you'd have any throttling issue provided the h60 is still running fine. Otherwise, I'd recommend the Deepcool Ak620 for air cooling, I'm not as up to date on the recent aio's so I don't want to speak prematurely on what to buy, but at least a 240mm if you are planning to get rid of the H60.

Your current cooler should be fine. Just clean it and apply new thermal paste.
