What version of windows?

                          Ryzen 5800X3D(Because who doesn't like a phat stack of cache?) GPU - 7700Xt

                                                           X470 Strix f gaming, 32GB Corsair vengeance, WD Blue 500GB NVME-WD Blue2TB HDD, 700watts EVGA Br

 ~Extra L3 cache is exciting, every time you load up a new game or program you never know what your going to get, will it perform like a 5700x or are we beating the 14900k today? 😅~

You don't actually need a Microsoft account to activate Windows, but with Windows 11, it has become harder to get around the "requirement" to set it up using a Microsoft account.

You don't need to activate Windows at all if you don't want to. It's not like the system becomes unusable.

The short answer to your question though, is that yeah generally the key is tied to your ID these days, but you can usually switch to a local account at any time after, although as mentioned it's apparently trickier in Windows 11

Oh then sure, just unplug/disable internet before install and keep telling windows NO I don't have an account, I don't have internet

(This is kind of off topic) I've already installed Windows 10 on my new PC using the ISO file and a USB stick, I've been using it inactivated for now. during the installation I connected to the internet, I remember saying no to all of their "Privacy settings" when I look In Windows settings under Accounts it says that my account is local. Because I connected to the internet during installation, is my account technically not Local or did I install something I don't need?

If it says that you have a local account, then you have a local account. Is your full username an email address? If not, your account is local.
