Stupid Windows 7 Glitch

I use Windows 7 64 bit and occasionally I get this really annoying bug. When I drag and drop a file to my desktop, the icon that appeared when I was dragging it will sometimes just stay on the screen even after the file has successfully been copied. Other times, when I minimize a window the animation just stays there on the screen so I get this ghost image of the window while it is minimizing and it stays there forever until I restart. What on earth is going on? It's not an issue with my graphics card because I reset it to stock clocks and even underclocked it and nothing happened.

I have attached a screenshot of one of these scenarios (it happened on my second screen this particular time so you can't see the start button)

 

Have you tried turning it off and on again?

Try restarting the computer, I've had similar issues with the Homegroup icon and this remediated the problem.
