memory PMU training error at socket 0 channel 0 dim 1 (r5 3600 ,gigabyte b320 ,3200mhz 2x 8gb corsair vengance pro)

so I got a rtx 3060ti I put it in my pc ram works fine and I have 16gb I need to switch it out with my gtx 970 for something else and when I boot it one of the ram sticks isn't detecting so I only have 8gb of ram when I have 2x 8gb,

I test one stick of ram the stick works fine the other one works fine too when I swap it and I swap ram slots and it still works I swap gpus and do the same thing and same result only when I put two sticks of ram it doesn't work I try my old ram and same result but randomly when I turn xmp on then off with my gtx 970 it detects 16gb when I restart it still detects my 16gb I swap back to the rtx 3060ti and now I have the same problem this time turning xmp on then off isn't working

what do I do?
