Do i need at least c6 state for the full Turbo to work properly on non K cpus?

Hello. I have a question. Do i have to enable at least c6 state(c1e,c3 and c6)for the full turbo on non K Cpu(i3 10100)to work fully and correctly. Or i dont really c6 but at least c3 for it to work either? So do i need at least c3 or c6?
