Loud Fans

I bought a prebuilt pc from CyberPower (I know, I could’ve done better)

whenever I boot up my pc, the fans sound like my PlayStation or an airplane getting ready for take off. I’ve gone into BIOS and changed some of the fan setting, readjusted the screws, but to no relief.

Yeah, during startup that's completely normal. If they are PWM fans and continue to run full tilt when the system is idle, then that's an issue, however you speficied "whenever I boot up my pc" which indicates on startup.
