Are these temps normal?

I recently upgraded the AMD stock cooler to the Be Quiet! Pure Rock 2. My idle temps are around 35-38C but as soon as I open any program, even chrome for example, they go from 35 to like 44-46 and then slowly get back to like 37C. Is this normal or should I do something?

Your temps are rising because when you click on an application your CPU consumes more power than idle to open that application faster. therefor temps rise.

Have you tried turning it off and on again? Maybe Restart it?
