Sounds like like flaky power switch or incorrect front panel header wiring. Does it start normally pressing only the reset button?

I don't badmouth others' input, I'd appreciate others not badmouthing mine. *** More below ***

i double checked wiring, it turns on but boots cycles thur post codes cpu dram vag and wont post unless i press the rest and power button, and anytime after that it will post normally unit power is discounted, then would go back to boot looping

@Temppy_First, you made a little typo there you might want to correct (in the diag light part, usually not a big deal, think about it).

Kinda sounds like flaky power / reset switches, or possibly a PSU issue. Weak capacitors can bleed down when turned off, causing hard starting.

i have swapped psu and used a different case this more likely motherboard issue im just going to swap the rest of parts into a different setup to see if that board gets the same issue
