Monitor blurring at bottom.

I have logged onto my PC, and my monitor is blurred at the bottom but my second monitor is fine, I do not know what to do so I am just coming here too see if anyone knows better.IMG_2275.thumb.jpg.968b2f40e195b03fa86af75e6469cc59.jpg

Almost looks like your monitor took a hit.

Try unplugging holding down the power button (on the monitor) (To drain any caps) and restart it. May fix itself may not. 

Also check your video cables (try a different cable if you have one or at the minimum just unplug and replug your cables.
