It is possible to do a CPU custom loop for under $300 CAD, but it wouldn't look any better than a AIO and may not even meet your performance expectations. GPU blocks for specific cards cost too much. There are cheap water cool kits on Amazon that are likely to come from China, but I would not buy those since they look like left over items no one really wants today. I would choose my parts from AliExpress usually staying with Barrow or Bykski brand items. Ordering from China can take just as long 2 weeks to 3 months to arrive. I wouldn't recommend getting into water cooling unless you are willing to spend more.

A good pump and water block could cost $65 to $110 for each item if you look around on AliExpress. There are some cheap $35 pumps, but most of them don't seem suitable for using 2 radiators. It is best to leave yourself option to expand to at least 2 radiators if you find you not get the results you want. If you have some options to buy used parts locally you could still manage to be under $300.

if you have NBTD, these are the minimum i would recommend (sub 200 usd)

  • cpu block + pump + reservoir Barrow LTPRPA-04
  • fitting + tubing Bykski EPDM
  • top 30mm thick 240 rad Bykski RC240
  • 2x arctic p12 pwm pst
  • DIY mix coolant, 70% distilled water + 30% glycol (cas# 107-21-1 or 57-55-6)

u can swap the barrow pump for ek ddc4.2 when it fails

TAKE NOTE: you do have to DO MAINTENANCE on yer loop annually

as in teardown the loop & clean any debris on cpu cold plate, flush your loop with distilled water then refill with fresh coolant.

Oh man, I mean I could do a loop for 300ish CAD, but it wouldn't be including fans. I'm going to assume you've got some random 120 case fans you can throw on the rad to make it work:

You can snag a very good Darkside rad from Dazmode for about $77-90 depending on the size you want. A LPX240 is a good choice for just a CPU. I also recommend the 3/8 Clear v.2 soft tubing from Daz as well, it's by and far some of the best while being extremely cost effective. You're only going to need 2 or 3 feet anyways depending on your case.

Pump you can afford to be a little picky here, I've had incredibly good luck with the Freezemod DDC knockoffs lurking on Amazon, you can get them for about $43 without a heatsink and $55 with a heatsink. They pump strong and I haven't had one fail yet, and I've got 3 of them. A simple tube reservoir can also be had off Amazon for $10-20 easy, don't need anything too big.

CPU block... I mean there's some really iffy looking ones on Amazon for about $30, it's a crapshoot. I have one similar but for Intel on my 775 test rig and it works really well, your mileage may vary though. If you want to go a little more expensive the Corsair XC5 AM4 block is actually quite good, I have one for my wife's setup, but you're gonna go over $300 if you go that route.

The hardest part is fittings. You can get cheap barbs, but you'll need clamps or good zip ties. I'd honestly suggest you go for compression fittings, looks cleaner and is way more reliable. You'll want a couple swivel 90's to make any really annoyingly tight bends, but this is where the Clear v.2 tubing comes into play, it's thick-walled so it doesn't kink very easily. You will want a 10mm male-to-male fitting to attach your tube res to your pump inlet if you go with the Freezemod, just makes life much easier if you do it that way.

Figure you need at least six compressions/barbs (two per component, treat your tube res and pump as one component if you join the two together, if not you need 8), you can snag good ones off Dazmode for around $5-7/ea right now. 90's you can pick up for about the same, so say two of those for any tight bends. And an adapter runs around $5. You might want/need some blanking plugs too, or an air bleeder. And I recommend a spare compression or barb fitting that you can use to fill your reservoir and replace with a blanking plug or bleeder after.

All told it's sitting around $250 before taxes and whatever shipping costs. Plus you'll need a bottle of distilled water which is like $1.50 for a 4L bottle at any grocery store (Ontario anyways) and some sort of biocide additive, Dazmode Protector is probably the cheapest\best you're gonna find at $13. Lots of people will suggest automotive antifreeze and I'm on the fence with that having spent many years working in and around it. Automotive antifreeze has anti-corrosion properties but it's meant to operate at temperatures you will never see in a PC water cooling loop. It's also very poisonous and nasty, especially if you get a mouthful of it (don't ask).

That's my toonie on the topic.
