I am planing to build a compact gaming pc what would you change (on a buget)

SPECS:

Cpu:i5-4670k

Ram:8gb@1600

Os:win 8.1 64bit

Gpu:780ti

Ssd:64gb

Hdd:2tb seagate barracuda

Psu:600w (is this overkill)

Case:bitfenix prodigy M (black)

Mobo:any LGA 1150 M-ATX

And a dvd if can fit

Silverstone SG09 is the most compact M-ATX case you can get and it's not much more than the Prodigy M. Also, the Gigabyte Z87M-D3H is a pretty good motherboard.

seems good but i would drop the 780ti to a 780 and get a bigger ssd, the price isnt worth it imo

Don't get a 780Ti, it is very bad value.  a GTX 780 is very powerful, the 780Ti is $200 more expensive and only 10-15% better than the 780.

You will want to get at least 120GB SSD.

550W of Bronze Certified is the lowest I would go for your system.

Can i still play battlefeald 4 in 4k and have above 30fps on ultra

maybe but i dont recommend 4k for much other then content production

For Ultra 4k, you are going to need  more than 3GB of VRAM.  You can buy an EVGA GTX 780 SC w/ ACX Cooler 6GB for around $550-- that should give you much better Ultra 4k performance.
