So I just upgrade my GPU from a 1070 Asus to a 3090 Gigabyte. I'm running a GA-Z170X-Gaming G1 motherboard in my PC. When I turned on the new the PC with the new GPU, it would boot up and then give me this screen below. Can anyone help me figure out what is wrong with this? Thank you all

Looks like a defective GPU, is it new ?

It's a bad card. You want to return it.
