What do I upgrade next?

Budget (including currency): my budget is flexible and I'm still in the planning stage. USD.

Country: USA 

Games, programs or workloads that it will be used for: any game. I have hundreds of games, MW2 2022, Elden Ring, Skyrim, really anything besides mobas and RTS games.

I have a RTX 3070, an Ryzen 7 3700x, 32 GB DDR4. I'm gaming at 1440p and I like refresh rate to be higher than 80.
