Computer will not post. CPU and DRAM leds flashing.

Hello. I sold a motherboard, ram, and cpu to a friend so they could build a budget gaming computer. (MSI MPG Z390 GAMING PLUS, i5-8400, Crucial 2400 DDR4 Ram). They finished the computer but the fans keep spinning up and then stopping after it is booted. The CPU and DRAM leds are flashing on and there is no display. I tested this cpu, motherboard, and ram multiple times before I gave it to them. It was pre installed and working so theres no way it can be any of those things. I didnt build it with them so I dont know if they did something wrong with wiring it up. They got a second hand GTX 1060 for it. They tried removing the graphics card but the same problem happens. Does anyone know what the problem could be? Thanks.

i would try re-seating every component, and every cable first, and try clearing the cmos. may also be worth testing the build outside of the case to rule out any shorts. is the psu known working, and do you have another you could test with?

Check the motherboard for bent pins.

Alright, I can go see the computer soon. It may just be that they seated something wrong like you said. It is their first time building one. I have a spare power supply.

I used to have this board. I checked it before I gave it and there were no bent pins. I also checked the cpu socket.

And are you sure he did not bent the pins while installing the CPU?

I put the cpu in myself. Tested it with my own cooler and it fully worked. I carefully removed the cooler and cleaned off the paste and gave it to them. The cpu wasnt removed after I tested it

Is the RAM in the correct slots?

I've not tried clearling cmos. Ill attempt it tomorrow. The ram was also pre installed and  tested the day I gave it to them. It fully booted into linux.

I just found what was causing issues but im a bit confused by it. The computer wouldnt boot with certain ram sticks in certain slots. It worked sometimes If I simply changed where the ram sticks were. One of the sticks had a little chip on it near the bottom (but when I last tested it everything still worked). I removed that one and when I arranged the other sticks in certain slots it booted just fine. There are 2 seperate kits of ram in that system (same model) and id never had problems before, that could potentially be the problem. The only difference between their system and when I tested it was the power supply, storage, gpu, and cooler. The gpu had nothing to do with it, removing storage did nothing, power supply seemed to fully work, and the cooler was working. The only thing I can think that could maybe be different was if they installed the cooler wrong which caused some kind of problem. I've seen people have issues just like this before, is there anything that could cause it im not thinking of? Thanks
