reinstalled pc now COD ghosts wont start

hi i have a bit of a situation, i re installed my PC, and now ghosts does this weird flickering thing when it tries to start and nothing happens,

tried safe mode in the game,

tried offline mode on steam,

tried turning off the steam overlay

tried compatability mode in windows

 

im out of ideas, hopeing for some help :(

if it is the steam version try verifying the files also using this thread to help you : Game not launching? Look here. - Steam Users' Forums

yea like previously stated, trying verifying the game cache. go to libary>right click on game<properties<local files< vertify integrity
