My initial guess would have been you had you had hardware not supported by the kernel. I don't use server (nor Ubuntu for that matter), but in my case for Mint, booting into compatibility mode temporarily, can get me around these issues. It makes it boot long enough for me to load drivers, or a newer kernel (whatever the case may be).

 

These are my notes for that (maybe it will help you?):

 

Hit the e button to edit line on Grub, Find the quiet splash part:

linux    /boot/vmlinuz-5.13.0-22-generic root=UUID=747f2f4d-252e-46e1-9709-2319292d37b0 ro  quiet splash

Replace quiet splash with:

nouveau.modeset=0 noapic noacpi nosplash irqpoll nomodeset

Linux will boot, install nVidia driver, and anything else needed.

I do not have a line that contains quiet splash in the commands. Mine just says:

setparams 'Try or Install Ubuntu Server'

        set gfxpayload=keep
        linux        /casper/vmlinuz  ---
        initrd        /casper/initrd

Ok I briefly searched, and it appears Ubuntu does not have a compatibility mode. That's something Mint added (so apparently doesn't help you, sorry).

 

Perhaps someone else will have a better suggestion. Just for kicks, have you tried the 22.10 to see if it boots?

Maybe you can install another distro and then virtualize Ubuntu server through a virtual machine?

It can be a good workaround until you fix the problem.
