Budget (including currency): $1,500

Country: USA

Games, programs or workloads that it will be used for: 4k strategy, RPG gaming, light photo and video editing

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

Current build, Ryzen 5800x, RX 6900XT, 32 GB DDR4 3600 memory, Corsair RM850x PSU

Would it be best to upgrade the GPU to a 4090 or perhaps AMDs 7900XTX first or upgrade to a Ryzen 7950x, Asus x670e ROG Strix motherboard for $1,050 with 32 GB DDR5 6000 RAM free from microcenter right now?  Which path would you choose first?

Ryzen 7950x, motherboard, 6000-6400Mhz memory, 32Gb or 64Gb.  Keep the 6900XT.  The 13900K is also a great choice, but you look like you upgrade every couple of years or less, AM5 has a better upgrade path.  I'd also do the platform first as that's the weakest component.  A 4090 paired with a 5800x is pretty unbalanced.
