Is there a reason why you specifically want an intel CPU? Nothing wrong with intel CPUs just genuinely curious. Also 4,000 of what, euros, USD, Canadian rupees? Currency type matters lol.

Keep in mind that I am sometimes wrong, so please correct me if you believe this is the case!
