I have a Gigabyte GA-X79-UP4 motherboard that I got for very cheap secondhand. I also got an e5 2680 v2 secondhand. I got a new power supply, new motherboard, tested working RAM, and tested working GPU. 

 

No matter what it keeps booting up and restarting. No video, the fans just spin up and stop over and over. 

 

I have tried only some of the RAM, new slower RAM, 2 different GPUs, changing the CMOS, and re-installing the CPU cooler. Any idea what I can try next? Please help!

Is your CPU supported by the motherboard's BIOS?

UPDATE: I took the CPU out and found this. In person it doesn't look like bent pins, but it's a noticeable dark spot that's even more visible than on camera. Opinions on how I should move forward?

If it's running BIOS version F7, then it will boot with that Xeon. My advice would be look for the cheapest Core i7 on that platform you can find that's in working condition, and see if that works in your motherboard.

Gonna be honest, that looks like a normal LGA 2011 socket to me. Not really seeing anything wrong or out of the ordinary in that picture. Might be an issue with how things show up on camera, might be an issue with my eyes.
