PC Lagging every one second

Oh wait nevermind you'll never believe what i did >.>

I have this problem today like just 5 min ago, i restarted but it would go away. The problem is im lagging every one or few seconds for example if i ramble my mouse in the screen in a few seconds it would stop and cut to the place i moved my mouse and it would continue again, watching linus' video became irritating as the audio and video cuts every now and then, and(hear me out on this)i heard micro-frequencies wheez everytime i dont play music(it happens all the time so its not really a problem) but the wheez now cuts every few seconds... any solutions to get rid of this?

Try updating your graphics drivers
