Which PSU is better?

Hiya,

I am picking out a PSU for my sister’s PC that she is gonna get for Christmas.

I have calculated the power budget of the system that I am going to build for her and it is right around 400watts (i5-2500k, R9 270)

I have 3 choices for 3 PSU companies I can sorta trust:

Even if it's ok now, only getting a 400W PSU means that you'll have to change it as soon you upgrade to more modern components, which is kinda waste because a PSU can last for very long (my old Corsair CX600 from 8.5 years ago is still working), so you could save money by getting right now at least a 600W PSU

I tried to keep this post nice and short, but my sister only has around 160 euro/USD to spend for this PC. I have the CPU, RAM and GPU already, so what we need is a low end Dell Optiplex 390, The PSU and some peripherals (she wants to join the PC master race). So the budget is TIGHT and I think we can compromise on the wattage of the PSU for now, and then we can sell the PSU in case of an upgrade (probably in the next 2-3 years).

Ok, my advice holds only if you can afford getting a better PSU...

But if you use a Dell Optiplex you WON'T be able to fit a standard ATX PSU, you NEED Dell proprietary crap like this :

I have built in the Dell optiplex before, and I know for a fact that the 390 has a standard 24-pin. In fact, I am writing this on my Optiplex 390 with a standard PSU with no adapters whatsoever.

I don't agree. SP9 400w has a 230v only, double forward + DC-DC from HEC vs a decent full range LLC + DC-DC from Great Wall for the Asus. That makes the Asus a lot better.

Oh ok. I was thinking of settling with the SP9 because my sister’s budget might change, and we still have to squeeze a decent monitor, a low end Optiplex (we are gonna upgrade it) and an SSD into the budget of 160 USD. The SP9 was in the low end-mid range of the LTT PSU tier list, but we are gonna see.
