I just got a new 3080ti graphic card 2 weeks ago.

 

I have an I7 9700kf.

 

I thought this would be sufficient for gaming.

 

all last week by CPU was only running at 70% on games like Halo Infinite. Randomly the last couple of days I am running at 100%. I did not change any settings..Any idea why?

 

Is this CPU not good enough and am I bottle necking? I would think this CPU would be powerful enough.  What should I do to fix?

If you are going for a high tier modern GPU with old CPU, crank up the graphics and increase the resolution. 9th gen may not look that ancient, but in terms of performance increase it just nowhere near anything after 10th gen. To put that into perspective. The difference between 6700k and 9700k is smaller than the the difference between 9700k and 10700k. 10th gen is where intel were forced by AMD to make real improvements. Also check for a new BIOS on your motherboard and make sure Resizable BAR is working. RTX 3000 GPUs love that stuff.
