issue 1

My cpu usage is really low (25%).Gpu usage keeps bouncing (98% to 75% to 65%).The game is running smooth (i need higher fps).so tell me a way to fix this.

Specifications:

i7 12700k
z690-p prime wifi ddr5

32 gb ddr5 5600mhz

geforce rtx 3080 oc

850w supply

issue 2:

when i overclock cpu temps reach 87+ (cinebench) even though i am using 360mm cooler and bought system a few days ago. without overclock temps remain near 60 degrees while gaming and with cinebench. even though i dont want to overclcock my cpu, still wondering if something is wrong with my cpu?

What game, what resolution, what's your per core usage on the cpu?

I'm not actually trying to be as grumpy as it seems.

Also keep in mind that low cpu usage typically isn;t a problem and is normally a desirable thing

Your say you "need more fps" without saying anything about how many fps you actually get.

 

Your system specs are drastic overkill for that game at 1080p, or any game at 1080p really. I'm not that surprised that neither your CPU or GPU max out.

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

yeah that makes sense for not using 100% cpu or gpu. i am getting near 100 fps in forza 5 at ultra 1080p thats why i was saying i need more fps. and also tell me about temps when i overclock? is that normal?

Is it set to 165hz refresh rate or is it 100? Sounds almost like you've got Gsync capping your frames somewhere. Is there a frame limiter in the game?

have you checked the fps when its not set to ultra

Also keep in mind racing games do not benefit from excessive frame rates as the game play inherently doesn't involve controls that respond at those rates.

its set to 165hz. 
i know nothing about these g-sync or FreeSync i just know that my monitor supports FreeSync Premium.i didn't looked at settings in my monitor. will do it now
and no, there isn't any frame limiter in the game.

btw what about the overclock temps thing? is 87+ okay when overclocking?

yes it would be considered normal for an overclocked cpu to run excessively hot while playing a game that doesn't benefit from the oc.

The cpu was already not being used much so overclocking it did nothing but make it run hotter so what was the expected result?

Check Nvida settings panel and set settings to like prefer fps and performance

Go to win 10 settings and go into the power plan and go high performance. 

Then go to your game of choice double check you are setting the limit to the same limit as your screen. 

Then your gonna be pushing your hardware to its limit fps wise. I wouldn't go unlimited framerate or your PC is gonna be fluctuating with the games output which is imo wasting assets and power of your hardware will also then be trying to keep the picture image nice while also trying to maximize the resolution. Tell the hardware to stay capped at 165hz/fps and you will get the best pic for the fps. 🤔And it should also give the CPU more headroom to worry about the load in's. And less about maintaining what its looking for. 

And a word of warning if you are chasing the FPS's you don't need the GPU trying to squeeze itself for the best picture. Ultra is if you want the best picture over FPS. 

I'd say go for Very High or the next closest thing if you want the highest FPS to res rate. Otherwise your GPU is thinking its the priority hardware. In which case it will tell your CPU to do the same. Very High with a lot of games is a nice middle ground if you are running top of the line hardware. And want the FPS to still be really high. 

I've benched a lot of crazy rigs with a variety of games and this is what my go to if I'm doing a high FPS based tests. With a high res is my go to setup. I've also worked on AAA games and have had the oppurtunity to mess with hardware. 

A lot of the time Very High settings on a GPU is like its on the beach playing vollyball. 

Ultra for a GPU is like its having to Surf on a surfboard its like dramatically different kind of work loads.

REMEMBER botttlenecks can happen at all points of a PC part. Make sure you are at equilibrium. For all parts unless you intend to upgrade at a later point. Also QA Tested AAA Games.

Lastly about the 87C's temp I think is fine but I wouldn't want to go much higher.... Just googling your CPU and it says its peak upper limit is 86C's Theres always a room for error with the apsolute top heat for hardware of like 1 to 2 C's plus or minus but I wouldn't want your cpu any hotter if its not an AMD CPU that is made to roast.
