energy efficiency is a weird creature when you're talking about computers, because it's impacted by a lot more than just the hardware's power usage.

 

for example, a system that boots up instantly is much more likely to be shut down by it's user than a system that takes 2 minutes to boot.

 

past that, if a certain workload takes a long time (for example, rendering a video) a user may be more inclined to let the system run overnight to complete the task, rather than doing it during the day. oh.. and brilliant detail: if you have two nice big gaming monitors.. those probably average out to more power than your gaming pc.

 

and really.. the difference in efficiency even with prices beyond €1 per kwh compared to the cost of the hardware... you're still better off cheaping out.

 

but to give you an actual answer: a laptop. laptop hardware is built for efficiency, because there power draw directly affects an important feature: battery life.

All i can say that the answer should be here.

You can consider naming Energy Efficient PC as a some Intel / AMD CPU's with TDP under 65W.

Then you can add a Quadro RTX A2000 12GB GPU (70W) which is something like GTX 1660.

Then you can get this to SFF PC and then you will have small consuming PC that can game 🙂

Too open of a question. We need to know the goal of the system to then be able to recommend the most energy efficient things.
