AMD Overclock setting not applying

So there has been a weird problem with my 7950(card in question) when I tried to overclock it in catalyst center.When I tried to overclock it through catalyst center the setting doesn't seems to be actually applying to the graphics card. As you can see in the Imgur Album link below the senor GPU Clock speed is 880Mhz but the overdrive is set at 1.03Ghz. The same problem can be replicated in MSI After burner's on screen display setting. I'm running catalyst V14.2

Solution Tried so Far: restart, reinstall AMD Catalyst, Try different OC Tools(MSI and Sapphire), Switching the bio with dual bio tab, make sure current user have full access in Regedit.

 

Have you guys ran into this problem before? Did you guys have any solution? I'm really hitting my head against wall here, I been googling this problem for couple weeks now with no luck, maybe I just suck at googling but if any of you guys can help me out that will be great!

Don't try to use CCC. AB, TriXX, PrecisionX, GPU tweak, anything other than CCC is much easier to use.
