Well since some time i have low-ish fps on gpu heavy games and after the benchmarks i run i see that my 1080 is underperforming compared to other 1080's pretty hard

You are short only a few percent. Even if you had these few more percents, it wouldnt make a huge difference in games.
Maybe run GPU-Z along the test and look whether it throttles (thermal or otherwise). But as I said, it shouldnt make a huge difference in games

Like one year ago i did the same benchmark and it was like 20% better then it's now with a older cpu. Can it be a PSU problem? I have some issues with my psu for some time and that thing is like 8/9 years old

I personally doubt it was near 20% though... maybe like 15-16% and you are rounding up at a guess-estimate.

Don't ever expect to match top scores seen for your GPU in 3DMark and etc....because other people overclock and have better scores than stock cards (inc Turbo Boost clockspeeds) making the stock variants all look worse at stock'ish values which worries some people comparing against the best models and overclocked cards.

 

GPU-Z Perf CAP Reasons while playing a game comes in handy...
Leave GPUZ open while playing games, 'GPU Z PerfCAP Reason' can be googled and understood easily enough..
You could be power limited, followed by GPU Turbo Boost dropping under load vs overclocked GPU's running 3DMark.

Prolly losing clock speed. Prolly performing exactly how it should be.
