Since I have 2 GB Vram on the NVIDIA GPU, why am I getting the resource usage limited to 512 MB ?

Check to see what it's running on, it sounds like it's running on the iGPU, not the MX330.

It may be using the igpu. Disable the igpu in the device manager, or bios if possible.

In the task manager, when I am playing GTA IV, I see activity in the 3D section of the NVIDIA GPU

This is a very old problem. If you Google "GTA4 512mb" you will get a lot of discussion. You're probably going to have to install a fanmade patch to get around the limit.
