The answer is no, some of the earlier batches of the R9-290 were not laser cut to the lower number of cores than the 290X. This is definitely not the case with the GTX 780 and the 780 Ti.

I am wondering if it is possible to flash a 780 to a 780ti just like some of the 290s being flashed to 290xs. I know it's mostly an AMD thing, but can it be done?

It actually is possible.  @Faa told me about it once, he may be able to tell you about it.  The performance increase you get from this will not be substantial though, and you do run the risk of something going wrong.

Thanks everyone. I made the right choice by going Nvidia as it seems that AMD lacks quality control. xD
