Is this PC build good enough?

I'm trying to upgrade the computer because my framerate isn't where I want it, I am sacrificing resolution and texture quality for more frames. I'm assuming its the graphics card that need an upgrade and though about the 3070 TI, but I don't want to pull the plug on something I don't have 100% guarantee on. Since I'm not an expert I figured I get another opinion.

Games, programs or workloads that it will be used for: Apex, Tomb Raider, CoD, Planet Coaster, Rust

Monitors: Currently 3 monitors all at 165hz, 1440p

I'd just get a 6800xt (xt optional) and call it a day, another alternative is a 3080. Both would be fine choices for your uses

What about CPU improvement would the Ryzen 7 5800x be smart as I'm planning to overclock and this one has a higher boost clock of 4.7Ghz.

The 5800x isn't much of a good value when the 5700xt is cheaper for pretty much the same performance. From what I've seen with ryzen oc, turning on  pbo and finishing there is usually the way to go, though I'm not an expert in oc
