Need an os

No access to another pc. Just an android phone not rooted. 

 

How can I do it

I assume you want to put another OS on your phone?

if you want to install an os on a pc, you will need another(or laptop) to make a bootable usb installer. afaik, there isn't another way around this unless you have a disk drive and get a hold of a disk version of windows.

Dont they post live CDs out any more?

As BMX said, if you have a disk drive in your PC then you can try finding a live CD, but unless someone you know has one, your best bet might be buying one online. Alternatively, use someone elses laptop/computer to make a bootable USB. I'm not aware of anyone sending out CDs with Linux on them anymore, most likely due to the ease of bootable USBs and lack of disk drives in modern PCs
