First of all is this for a future build that you are considering? If so what will you be doing on it? Gaming,? What kind of games? Video Editing? Also any specific needs like Nvidia GPU for Shield Streaming?

We live in NYC and yes he does need a OS but no need for peripherals. He will be using the computer for mostly gaming and he games he plays is sadly League Of Legends...... No streaming

Since all he plays is LOL he won't need to spend $1000, and can save some money. I'll wait for somebody else to give a build since I'm not 100% up on the latest parts.

If he is just playing League of Legends he really doesn't need all that much GPU horsepower and having an overall high quality system would be an advantage over having an overpowered GPU for LoL.
