bizarre video and audio playback issues

So long story short I have had issues with the audio drivers on this computer for quite a long time and have never really been able to figure out the source of them, but have gotten things to more or less work most of the time...until now.

Currently when I open a youtube video it shows that it loads, but cannot play (I have pretty consistently good internet and have no issue opening any websites)
When I open spotify the song plays but no audio comes out and within a few seconds spotify tells me it cannot currently play the song. 

Any help or ideas would be greatly appreciated! 

(audio wise I am using a steinberg ur22 interface with some iems and a mic going through it if that is any help)
