Network drive on another network?

You'd have to set up a VPN server on your network, and forward a single port to that server. That way, you should have a secure encrypted tunnel between you and your home network.

A VPN server in essence makes you seem like a user on the local network even though you're not.

As others said, VPN. 
 

What OS does your server run? WireGuard is the current recommended VPN to use as it’s very simple to set up and use, and can be easily deployed in a docker container.

Don’t most of those support connecting to a VPN service and routing out over that? I’m sure some also do support being a “server”. I put “server” in quotes because WireGuard doesn’t really have a “server/client” type topology.

Another solution is if you arent trying to mount the share for other uses remotely, you could use something like NextCloud or OwnCloud. 

It has a feature called "External Storages" which you can use to mount shares to your NextCloud. You can mount local paths (like hard drives, usb keys, etc..), smb shares, ftp, webdav, etc...

 

You can then login via the web portal and upload/download/share files as you want. You can also create shareable links to give to others to access files/folders like with Dropbox/Onedrive.

Would I be able to set it up where I can connect in PIA, or would I have to install a second VPN app on the system I want to connect to it?

You'd have to install the OpenVPN app.
