Budget (including currency): My budget is around $1200-$1300

Games, programs or workloads that it will be used for: I will use it mostly for gaming and coding

Not bad. For now, I would recommend removing the CPU cooler and using the Intel stock cooler to save some money. You can put that money into a motherboard that has a large heat sink on it to make sure the CPU is getting proper power delivery. Something like this:

I also recommend not buying a windows license right away, instead install it license free and add one later

I second the theory, I don't second the motherboard choice. The Pro RS is better than the one included in the list, but it's not actually that much better and still does have issues with power throttling. An MSI B660M-A Pro is a better choice for this.

should i keep sticking with intel or should i choose amd? I haven't made up my

mind yet

Both are solid options. It would depend on how the pricing works out for which you should go with. If they're the same price I'd go Intel since it's got a future upgrade path in 13th gen Intel, but If the AMD option is cheaper I'd probably go that way.
