If it is Windows Explorer showing that it consumes all or most of your CPU, then it is most likely:

  • As File Explorer supports extensions (it doesn't have an extension manager), it could be one installed by one of your programs that is causing issue.
    Sadly, there is no easy way of knowing. All you have is a Microsoft tool called Autoruns (https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns), which lists everything loaded by your system at startup and login. You can see what File Explorer is loading there. Disable any third-party software, and hope it fixes it after restarting your system.

    Other possibilities:
  • Your drive is not responding properly (failing)
  • SATA controller is failing or faces driver issue
  • Malware/virus. Scan your system. Use Malwarebytes and see if it comes up with anything. Remove (if any), and restart your system. Keep in mind if it did find anything, any modified system files would remain as such. A clean install is the only solution to fix modified system files.
